What is the statistics from the gender perspective of employees of public sector?

First research about this is published by “Institute of free information development”.

According to the general evaluation, research showed that in the number of employee of the public sector in Georgia, not including special force structures, number of men and women is almost equal. Nevertheless, the opposite situation is in number of employees working on top positions. In any type of public institutions number of men employed on top positions exceeds number of women.


In particular, according to the information requested from IDFI, in 166 of Georgian public institutions totally are employed 74 532 persons, 71% of them are men and 29% women.
 
As for statistical information of employees on top positions, according to the information requested from IDFI, there are 9 250 persons employed on those positions, 78% of them are men and 21% - women.
 
According to the “Law of gender equality” adopted in 2010, government is responsible for supporting availability of employment for both gender. 
 
According to the same law, it is allowable to put employees in not equal conditions that come out of the working specificity. 
 
As IDFI defines, that is the reason of gender imbalance in Georgian public institutions. In particular, 66% rate of men employed in public sector is induced by their great number in force structures. For instance, in institutions as ministry of defense, ministry of internal affairs, ministry of intelligence and others, there totally employed 39 637 persons and 86% are men and only 13% women.
 
“While analyzing gender balance in public institution it was discovered that high rate of men employed in the sector was caused by plurality of men employed in force institutions and in non-force institutions number of women employed is almost equal to the number of men. This tendency is not noted in the number of people employed on top positions. Number of men on top positions are very high in force and non-force institutions as well” – is written in the research.
 The number of people employed in “non-force” institutions totally is 34 872, 53% of them are men and 47% women
 
Different situation is in the case local self-governances. According to IDFI, despite of non existing specificities of the activities of the regional self-governments and city hall, 68% of employees are men and this number significantly exceed the number of women.
