Gender Quotations is an effective way to achieve gender equality. Women's involvement in the governing structures are related with many barriers. The Quotation as temporary and compulsory actions needed to overcome this barriers.
There is an unfavorable situation regarding to this issue in Georgia, because the quotation initiative failed to be supported by Georgian parliament in 2003. Also, representation of women in the Parliament is nominal: 15 women from 150 MPs. Despite the high percentage of women employed in the executive government and private sector, most of them are low-level officials.
Besides, Gender Balance is not kept inside political parties. Despite some stimulate actions, such as increasing the finances with 10% to those parties that will keep Gender Balance, women representation in current parliament is still very low.
Based on this, “Young Socialists of Georgia” considers that the sanctions and systems like “Zipping System” should be adopted in Georgia. “Zipping System” is appropriated in leading countries of the world and means that the women and men are changing the places in the list (men and women quantity should be equal in the list). This system is called as zebra-print system as well. Regarding sanctions, experiences of the different countries show that the successful kind of sanctions is when the political parties are not allowed to be registered if they do not keep Gender Balance in their list.
“Young Socialists of Georgia” demands from Georgian Government and Parliament to establish 30% quotation limit in legislative government in favor of women to promote the solving of Gender Balance problems.
