UN Women is pleased to announce an opening for the position of National Consultant to Conduct mid-term review of the National Action Plan to implement the UN Security Council Resolution #1325 on Women, Peace and Security in Georgia.


National Consultant to Conduct mid-term review of the National Action Plan to implement the UN Security Council Resolution #1325 on Women, Peace and Security in Georgia.
 
UN Women has been implementing a project “Women for Equality, Peace and Development in Georgia” (WEPD II) since 2010 with the support of the Government of Norway.

The aim of the project is to support the efforts and strengthen the capacities of Internally Displaced Persons (IDPs), conflict-affected and ethnic minority women’s groups, other partners from civil society, and government to advance gender equality and women’s human rights in Georgia. The overarching goal of the project is to support the realization of gender equality and the reduction of feminized poverty through addressing women’s social, economic, and political needs, with particular focus on IDPs, and conflict-affected and national minority women’s groups. Towards this end, the project works at the three interdependent and mutually reinforcing levels:
 
 
at national policy level, to ensure that strategies, policies, plans and budgets are in line with CEDAW and UN SC Resolutions on Women, Peace and Security (1325, et. al);

at the level of national institutions, towards strengthening capacities to deliver better information and services for IDPs, conflict-affected and ethnic minority women; and

at the grassroots level, by supporting IDPs, conflict affected and ethnic minority women’s groups and communities to organize and participate actively and effectively in influencing policies and decisions that affect their lives.
 


The Georgian National Action Plan for the implementation of UN SCR #1325 (2012-2015) was adopted by the Parliament of Georgia on December 27, 2011. The NAP was developed by the specially created national working group (WG) by the Gender Equality Council (GEC) of the Parliament of Georgia. The NAP was adopted fully based on the participatory process and full involvement of civil society organizations. With the assistance of UN Women WEPD project’s implementing partner Women’s Information Center (WIC), NGO consultative group was established, uniting around twenty-five NGOs, working on the issues of Women, Peace and Security. The NGOs held several meetings. In addition, consultations and meetings were held in various regions with assistance of Taso Foundation. The National WG reviewed the recommendations developed by the IDP groups and majority of them were taken into account while developing the NAP.
 


The WEPD II has been significantly supporting national partners, especially the Gender Equality Council of the Parliament of Georgia in its coordinating role in the implementation of NAP 1325 in Georgia. Georgian NAP made significant achievement for the fulfillment of objective 5.5. - Coordination, monitoring and reporting (accountability) of National Action Plan implementation. For this purpose a National Coordinating Group (NCG) on the implementation of the NAP on UN SCR 1325, created in March 2012, continued to hold meetings with the chairing of the Deputy Speaker of Parliament and Chairperson of the GEC. In 2013 three coordination meetings were conducted with the participation of the NCG (on 27 March, 21 June and 2 December)The NCG consists of 27 members from all governmental agencies  responsible for NAP implementation. WEPD II is assisting the GEC and NCG with developing effective monitoring and reporting tools to ensure successful implementation of the UN SCR 1325 NAP. The coordination group includes two permanent representatives from civil society organizations (CSOs): from the Women’s Information Centre and the Internally-Displaced Women’s Association, “Consent.” One NGO representative from regions located close to the Administrative Boundary Lines across the breakaway territories was also chosen to participate on a rotational basis. The NCG oversees the implementation of the NAP. Members are meeting regularly updating and sharing information about NAP implementation progress by relevant governmental agencies, as well as challenges and lessons learned. GEC and UN Women WEPD II planned to conduct the mid-term review of the 1325 NAP implementation in Georgia with the purpose to track the progress, achievements and remained challenges as identified by the implementing parties and state agencies. The review will be based on the desk review of the relevant policies and reports, individual interviews and focus group discussions with the members of the GEC and NCG, as well as with governmental representatives from the relevant Ministries and state structures responsible for NAP implementation, with civil society representatives especially who are in the NGO working group coordinated by WIC. The mid-term review findings will be used to elaborate the recommendations for further effective NAP implementation, to revise and rework the indicators of the NAP if required and applicable and to develop the framework for NAP’s second phase after 2015.
 


WEPD II intends to hire the national consultant to support the GEC in the process of conduct mid-term review of the NAP implementation, reveal achievements and challenges, as well as strengths and weaknesses in the delivery of the NAP over the last 24 months.

 

Duties and Responsibilities
 

In further details the duties and responsibilities of the national consultant will be as follows:


Elaborate and submit the detailed work plan including the key activities, and timeframe of the assignment in close cooperation with the UN Women WEPD II management team and GEC;
Develop and submit the detailed methodology of the analysis including the desk research, analytical work, data collection mechanisms;
Conduct the desk research of all related policy documents and reports related to the Georgian NAP implementation;
Elaborate and finalize the data collection methodology such as guides, questioners/tools to be used with the key informants/interviewees including civil servants  and civil society representatives;
Plan, organize and conduct at least 15 individual interviews and 5 focus groups discussions with civil servants from all the relevant state agencies involved in NAP implementation;
Plan, organize and conduct consultation meetings and/or individual interviews with CSO representatives involved in NAP elaboration and/or monitoring of implementation;
Attend thematic meetings and roundtables (where applicable) such as NCG coordination meetings, in order to collect and integrate relevant information in the mid-term review;
Collect and analyze quantitative and qualitative data from the relevant state structures involved in NAP implementation and monitoring;
Identify achievements, challenges and examples of good practice experience acquired in the process of UNSCR 1325 NAP implementation;
Finalize and submit the final report in Georgian with the relevant recommendations for further effective NAP implementation, with revised indicators if applicable and with drafted   framework for NAP’s second phase;
At the end of the assignment present the review findings and recommendations to the GEC and NCG and also to UN agencies, international and civil society organizations planned and organized within the UN Women WEPD II;
 

Deliverables:

Elaborated detailed work plan and data collection methodology agreed with WEPD Programme Manager– 30 March, 2014 (6 working days);
Conducted desk review, at least 15 face-to-face and 5 focus groups discussions with civil servants from all the relevant state agencies involved in NAP implementation-25 April, 2014 (22 working days);
Conducted consultation meetings and/or individual interviews with CSO representatives involved in NAP elaboration and/or monitoring of implementation -  25 April, 2014 (10 working days);
Attended thematic meetings and roundtables (where applicable) such as NCG coordination meetings, in order to collect and integrate relevant information in the mid-term review- 5 May, 2014 (5 working days);
Collected and analyzed quantitative and qualitative data from the relevant state structures involved in NAP implementation and monitoring – May 10, 2014 (7 working days);
Presented the final review findings and recommendations on the official presentation organized by UN Women – 1 June, 2014 (2 working days);
Submitted final written report and package of recommendations in Georgian-  10 June, 2014 (8 working days);
The timeframe for the work of National Consultant is planned through for 60 working days in the period of 10 March –30 June, 2014.
 


Evaluation Procedure:

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:
Higher Education in Social Science, International Law, Public Policy and Administration,  and other related fields
At least five years of professional experience in the field of policy planning and analysis, human rights, gender equality, and other related fields
Fluency in Georgian, good command of English    
 
The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.
