UN Women Project "Innovative Action for Gender Equality in Georgia" (IAGE) is pleased to announce an opening for the position of National Expert/Consultant to develop methodology on monitoring of women prisons for the Public Defender's Office of Georgia (PDO).

Background

 

 

Starting from 2013, UN Women, with the support of the European Union (EU), has been implementing the project "Innovative Action for Gender Equality in Georgia" (IAGE), the overall objective of which is to adopt and implement relevant policies and legislation to address specific healthcare, social, and economic needs of women from excluded groups in Georgia. The specific objective is to support women's initiatives aimed at confidence building and social stability through addressing healthcare, social, and economic needs of ethnic minority, imprisoned, IDP and conflict affected women and women living in remote mountainous areas in Georgia.

 The project is aimed at realizing three interrelated outputs/results:

 ** Capacity of gender equality and women's rights advocates increased to advocate for integration of issues of excluded groups of women and girls in relevant policies and legislation;
 ** Willingness and capacity of state structures increased to incorporate issues of excluded groups of women and girls in relevant policies, legislation and services on national and local levels;
 ** Partnerships among the government and women's civil society groups as well as women's people-to-people diplomacy initiatives increased for promotion of social stability and confidence building.
 ** The final beneficiaries' of the IAGE are four groups of women and girls: 1) ethnic minority women, 2) imprisoned women, 3) women residing in isolated mountainous settings and 4) single, elderly and disabled women among the groups of IDP, and conflict affected women.

 UN Women IAGE project commissioned four studies to assess the situation and needs of the above-mentioned four groups of women and girls, in order to elaborate relevant policy level recommendations. In addition to supporting advocacy efforts of the civil society actors aimed at addressing the needs identified by the studies, IAGE project plans to take further the findings and recommendations made in the studies and work with relevant state agencies on the follow-up actions for the implementation of the elaborated recommendations.

 In order to further strengthen the advocacy actions aimed at addressing needs and priorities of women prisoners, UN Women IAGE project plans to hire local consultant to provide support to the PDO in developing the methodology on monitoring women's prison, conducting monitoring in women's prison and developing interim PDO report on the results of the monitoring.

 Duties and Responsibilities:

 The consultant will work under the general guidance of the IAGE Programme Manager and direct supervision of Director of Gender Equality Department and Director of Prevention & Monitoring Departments of PDO and will be responsible for the following:

 ** Work closely with the departments of Gender Equality and Prevention & Monitoring of PDO and in consultation with the respective experts of National Preventive Mechanism (NPM), develop a draft methodology on monitoring of women's prison for the PDO staff;
 ** Facilitate a two-day workshop with participation of relevant staff of PDO and experts to discuss the draft methodology and finalize it (logistics of the workshop will be funded by UN Women);
 ** Provide assistance in conducting two-day pilot monitoring of the PDO and NPM experts in the women's prison and up-date monitoring methodology accordingly;
 ** Prepare draft monitoring report together with NPM experts and in close cooperation with the departments of Gender Equality and Prevention & Monitoring of PDO;
 ** Provide assistance in organizing presentation of the monitoring report (logistics of the presentation will be funded by UN Women)

 Key Deliverables and Timeframe:

 ** Elaborated detailed work plan (2 working days) -by June 30, 2014;
 ** Bilateral meetings and two day workshop conducted resulting in the initial draft of the monitoring methodology (10 working days) - by July 20, 2014;
 ** Participation in the monitoring of women's prison (3 working days) - by July 25, 2014
 ** Draft report on monitoring women's prison together with NPM experts (4 working days) - by August 20, 2014
 ** Support provided in organizing presentation of the monitoring report findings and final monitoring tool (2 working days)- by September 10, 2014
 ** Final report describing the activities implemented submitted to UN Women in English (2 working days)- by September 24, 2014;
 ** The timeframe for the work of National Consultant is planned for 23 working days during the period of June-September 2014.

 Evaluation Procedure:

 The candidates must possess the following minimum qualification criteria to be eligible for further technical evaluation:

 ** Graduate University degree (Masters or equivalent) in Law, Human Rights, International Relations, Gender Studies or Social Sciences
 ** At least three years of professional experience in the field of penitentiary, human rights or law enforcement
 ** Fluency in Georgian and English
 ** The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

 Submission package:

 ** CV;
 ** Dully filled Personal History Form PHF11;
 ** Lump sum financial proposal/offer*, aggregated including all necessary expenses, fee per day and any other expenses essential to undertake the task;
 ** The applicants are required to submit an aggregated financial offer ("aggregated financial offer" is the total sum of all financial claims of the candidate for accomplishment of all tasks spelled out in this ToR).

 Management arrangements: The contractor will work under the general guidance of the IAGE Programme Manager and direct supervision of the Director of Gender Equality Department and Director of Prevention & Monitoring Departments of PDO.

 Financial arrangements: Payment will be disbursed in three installments based on the deliverable according to the following schedule:

 ** First installment 20% - submitted elaborated detailed work plan;
 ** Second installment 60% - Draft report on monitoring women's prison and final monitoring tool;
 ** Third installment 20%- Final report describing the activities implemented submitted to UN Women in English

 

Required Skills and Experience:

 

** Academic Qualifications: Graduate University degree (Masters or equivalent) in Law, Human Rights, International Relations, Gender Studies or Social Sciences
 ** Year of Experience: At least three years of professional experience in the field of penitentiary, human rights or law enforcement

 

Competencies:

 

** Sound understanding and demonstrated knowledge of the United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders ('the Bangkok Rules')
 ** Experience in developing methodologies for monitoring human rights situation of various excluded groups
 ** Excellent writing skills

 

Language requirement: Fluency in Georgia and English
