Human Rights and Gender Coordinator

Background

 

SCA has been working in Afghanistan since 1982 and is presently managing development programmes linked to Strategic Objectives - Health, Education, Rural Livelihoods and Community Governance with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500 of whom 15 are non-Afghans. The SCA presence in Afghanistan consists of the Kabul Management Office (KMO), five Regional Management Offices and three Liaison Offices. In Sweden SCA has 20 staff working at the Stockholm Management Office (SMO) and around 4,000 members organized in local chapters all over the country.

 

During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development.

 

Human Rights and Gender Unit    

 

The Human Rights & Gender Unit (HRGU) is a policy and methodology unit at the Programme Operations Department at the Kabul Management Office. The unit consists of a Coordinator and two staff. It is contributing to enhanced effectiveness in achieving SCA’s development objectives by developing and mainstreaming strategies, methods and tools through and by:

a)    Mainstreaming  Gender and RBA in all areas related to planning, programming and budgeting

b)    Development of tailored and contextualized tools, methods and training material on gender and rights-based issues

c)    Support  capacity development and advocacy (in close coordination with Civil Society and Capacity Development Unit and Advocacy Unit) on gender and rights issues

d)    Support, technically backstop and develop the capacity of HRGU Officers in the Regional Management Offices (RMOs).

 

Scope of Work

 

Human rights and Gender equality are at the heart of the SCA mandates as set out in the Strategic Plan 2014-2017 and SCA Policy. The mandates recognize that the gender mainstreaming process is an integral part of the Rights based approach.

The role of the HRG Unit internally within SCA is to develop mechanisms and tools for integrating Rights Based Approach (RBA) and Gender Mainstreaming (GM) within SCA Programmes, build staff and partner capacity, and provide strategic support and guidance to each programme within the project cycle. Externally, HRG Unit through networking, research and advocacy at different levels will promote an enabling environment for fulfillment of Rights especially those related to women and children.

 

The coordinator is a member of the Senior Management Team and has the responsibility to update and inform the team on issues related to HR and Gender. The HRG Coordinator will have the mandate to mentor, train and technically support national staff to take on the responsibility of Coordinator within the contract period.

 

Responsibilities

•Human Resource Development:Identify, design, plan, implement and monitor appropriate training packages including on the job training for unit members, SCA staff and partner organisations. Facilitate appropriate linkages with external training and capacity building institutions. Design, develop and apply appropriate tools and methods for mainstreaming of a rights-based and gender aware approach within the whole project cycle.
•Baseline data with regard to HRG: In cooperation with Programme Units and Monitoring and Evaluation Unit ensuring that proper baselines are developed using a gender and rights lens and followed up with relevant result indicators.
•Monitoring and evaluation:Technically support and qualitatively monitor the implementation of human rights and gender mainstreaming within SCA programming. In cooperation with Programme Units and Monitoring and Evaluation Unit carry out case studies and minor research, as well as develop gender sensitive results indicators, enhance the capacity to reach women and children in stakeholder dialogue, support gender sensitive monitoring methods, and assess quality of reports, plans and evaluations.
•Advocacy:Contribute to advocacy on rights-based issues within SCA programme areas and in close cooperation with SCA´s Communication and Advocacy Units.
•Networking:  Participate in HRG networks at national level and share information and lessons learnt from the field level. In cooperation with SCA´s Civil Society and Capacity Development Unit promote the development of Afghan civil society through coordination, cooperation and partnerships. Represent and liaise with relevant HRG actors, authorities, donors and UN agencies
•Planning and Reporting: Develop applications, plans, budget and reports for SCA’s Human Rights and Gender work and input into overall SCA applications /proposal by using a gender and rights lens.
•Supervision: Supervise, mentor and guide the unit members. Prepare for a national staff to take on the position as unit coordinator.
•Technical Support to Regional Management Offices (RMOs):technically backstop and build the capacity of the HRGU staff at the RMOs
•Perform other tasks within the field of competency as assigned by the Programme Director

 

Entry Requirements

Qualifications

•Academic degree at master’s level or equivalent in relevant professional field from an institution of international repute, or equivalent documented experience and skills.
•Minimum 5 years professional experience at senior level positions within an international NGO and/or UN agency or equivalent

 

Essential competence

•Professional profile and experience within rights-based programming, gender awareness and mainstreaming, advocacy and strengthening of civil society, with an established career in international development
•Demonstrated work experience in leadership, including financial and administrative management of a unit or department (planning, budgeting, reporting)
•Demonstrated work experience of capacity development of staff
•Experience in working with training methods (“learning by doing”) at community level in rural areas and in conservative contexts
•Experience from working in Muslim countries and conflict/post conflict areas
•Familiarity with rights based approach, gender mainstreaming, results-based management, conducting case studies and minor research
•Proven track record of translating theory into practical action           
•Excellent command of English
•User-knowledge in computer packages e.g. MS Office

 

Desired competence

•Knowledge of Dari and/or Pashto
•Previous experience in Afghanistan
